Mr. Garner is an experienced Attorney, CPA, and Senior Business Development Executive with more than 25 years’ experience in International Business in China and the greater Asia-Pacific region. Based in New York City, he focuses on United States Tax, China Tax, Accounting & Auditing, China Foreign Direct Investment, Corporate Governance, and M&A.

Mr. Garner has accumulated decades of experience in the areas of tax and accounting.

At LehmanBush, he has served as both Managing Attorney (Shanghai Office) as well as Managing Director of the LehmanBush Tax Practice Group for mainland China and Hong Kong.

In these roles, he regularly provided legal assistance to clients throughout China, on a variety of tax matters, as well as representing them before the Chinese tax authorities.

At Ernst & Young, he advised Fortune 100 companies on a range of legal and tax issues including cross-border and multinational taxation, transfer pricing, and VAT.

At Georgia-Pacific, he worked in the Controllers Group, responsible for all FAS 109 general ledger, tax accounting & reporting, and SEC filings for a US publicly listed, multinational corporation with annual revenue of US$ 50 Billion.

At Monarch Beverages, he was responsible for managing the accounting staff, activities and processes of an international beverage company with subsidiaries in Ireland, France, Mexico, Brazil, South Africa, Singapore, and the US.

Mr. Garner also formerly served as Vice-President (Asia-Pacific) for one of the world’s leading environmental technologies companies, where he worked closely with China’s largest private companies, state-owned enterprises, and municipalities; developing particularly strong experience and expertise in the areas of manufacturing, steel production, energy production, water treatment, and mining. In this role, he also developed years of experience in International Business, Business Strategy, Project Management, Sales & Marketing, International Sales, Customer Relationship Management (CRM), Executive Management, and Team Leadership.

Mr. Garner graduated from Georgia State University College of Law (JD) in 2007, Georgia State J. Mack Robinson College of Business (M.Tax) in 2007, Arizona State University (MBA) in 1999, and Truman State University (BS Accounting) in 1994.

He is a licensed attorney in the State of Georgia and a Certified Public Accountant in the State of Illinois.
